<description>&#60;p&#62;On February 17 a group of health insurance victims from Pennsylvania set out to march 135 snow covered miles from Philadelphia to Washington, D.C. They're walking in honor of Melanie Shouse, the TrueMajority member and health care activist who recently passed away from breast cancer while still fighting her insurance company for coverage.1&#60;/p&#62;
&#60;p&#62;&#34;Melanie's March,&#34; as they are calling it, is scheduled to arrive in D.C. on February 24, just before President Obama's bipartisan health care summit. It's the perfect timing to tell Congress that they've had plenty of opportunity to discuss and debate health care. But Americans like Melanie are literally dying while we wait for them to vote.&#60;/p&#62;
&#60;p&#62;And while we can't all fly to D.C. for the event, we want everyone to be part of the day. Which is why we've teamed up with big partners from across the country to also offer a 'virtual march' that aims to deliver 1 MILLION messages to Congress just as Melanie's March arrives.&#60;/p&#62;

<description>&#60;p&#62;Across the United States state, county, and local governments are cutting essential services. Public schools in all states face drastic cuts. State agencies continue to cut services at a time when more services are needed due to the economic situation.&#60;/p&#62;
&#60;p&#62;The City Council on Tuesday voted to approve a contract with a company that will later this year bill residents when the fire department responds to medical emergencies and car accidents.&#60;/p&#62;
&#60;p&#62;In June, the council decided to charge people when the Tracy Fire Department responds to non-fire incidents within the city limits. Since ambulances aren’t always the first to arrive at the scene of a medical emergency, the city’s fire department goes out on emergency calls, too.&#60;/p&#62;
&#60;p&#62;The new fees are a way for the city to make extra money while it suffers a $9 million budget deficit this fiscal year.&#60;/p&#62;
&#60;p&#62;On Tuesday, the council approved via a 4-1 vote (with Councilman Steve Abercrombie dissenting) a contract with ADPI-Intermedix, based in Oakland, to send the bills. The city expects to have a billing system ready next month, but doesn’t yet know when it will actually start charging.&#60;/p&#62;
&#60;p&#62;Residents will pay $300 for every fire department response to a medical emergency. Non-residents can expect to pay $400. There is no set cost for a fire department visit to a car accident.&#60;/p&#62;
&#60;p&#62;The city is working out an option so that households can pay an annual membership fee of $48, which would cover the cost of any emergency aid given during the course of a year, said David Bramell, who is acting as fire chief while Chief Chris Bosch is on administrative leave.&#60;/p&#62;
&#60;p&#62;Bramell said ADPI-Intermedix will keep about 15 percent of all the fees the city will charge.&#60;/p&#62;
&#60;p&#62;Councilwoman Evelyn Tolbert requested that the city get an update of the program toward the end of this year, at least six months after the city has started charging for the fire department responses. The update will include how much the billing system costs compared to how much the city makes in fees.&#60;/p&#62;
&#60;p&#62;Councilwoman Suzanne Tucker said residents are concerned about the new charges because they’re already paying taxes for city services. She said only some insurance companies will pick up the extra costs, and residents are worried how they’ll pay.&#60;/p&#62;
&#60;p&#62;Tucker said one person joked if her husband has a heart attack, she’ll be tempted to light the kitchen table on fire to dodge the fees.&#60;/p&#62;

&#60;p&#62;South Carolina residents receiving unemployment benefits should be required to take drug tests, and those who test positive should have their benefits cut off until they complete drug treatment, a state lawmaker says.&#60;/p&#62;
&#60;p&#62;The Associated Press reported Jan. 8 that Sen. David Thomas (R-Greenville) proposed a bill that also would require recipients who fail a drug test to submit to random testing; those who fail a random test would have to get treatment again, and those who fail a second random test would lose benefits for a year under the legislation.&#60;/p&#62;
&#60;p&#62;“My concern is as much for those who are addicted or misusing drugs as for the folks that are paying the bills,” Thomas said. “Ultimately, I think the question needs to be asked, ‘Should unemployment be provided for people with ongoing drug problems, because they’re using that unemployment money to feed the habit?’”&#60;/p&#62;
&#60;p&#62;Thomas said the state could start with a pilot program to see how many unemployment recipients test positive, then decide if it was worth expanding to include all recipients. “If it’s a very small percent, that ends the discussion,” he said. “But suppose it’s a high number, like 15 percent. That’s enough probably to ask the question, ‘Well, what do we do? This is a serious problem.’ … If they are on drugs, and it is an issue for them, I can guarantee you that they’re not seriously looking for work.”&#60;/p&#62;
&#60;p&#62;Sue Berkowitz of the South Carolina Appleseed Legal Justice Center called the proposal an invasion of the privacy of people who already are dealing with the trauma of losing a job. Lawmakers in Oklahoma, Texas and Florida have proposed similar measures, but no states currently require drug testing of unemployment beneficiaries.&#60;/p&#62;

<description>&#60;p&#62;Google and the NSA. It is hard to imagine a more potent—or frightening—combination when it comes to the collection and safety of Americans' private information.&#60;/p&#62;
&#60;p&#62;But just such an alliance is underway. As reported by the Washington Post, Google—the world’s largest search engine company with access to intimate details of our lives—is negotiating an electronic surveillance deal with the National Security Agency (NSA)—the world’s largest spying network. &#60;/p&#62;
&#60;p&#62;The implications of this deal are very troubling. The NSA—a component of the Department of Defense—is an intelligence collection agency with few effective checks against abuse and no public oversight of its activities. In the last decade, the NSA’s vast dragnet of suspicionless surveillance has targeted everyday Americans, in violation of the law and the Constitution.&#60;/p&#62;
&#60;p&#62;Speak out and stop this dangerous partnership before it’s finalized. Tell Google CEO Eric Schmidt that you strongly object to any deal with the NSA.&#60;br /&#62;
Acting Together&#60;/p&#62;
&#60;p&#62;Send a message to Google and speak out against a deal with the NSA.  We don’t want the NSA anywhere near all the sensitive information Google has about our lives.&#60;/p&#62;
&#60;p&#62;The specific terms of the proposed deal are very unsettling. Google announced that they're asking the NSA to find &#34;vulnerabilities.&#34;&#60;/p&#62;
&#60;p&#62;What assurances do we have that a spy organization like the NSA would fix the holes they find and won’t instead use them to tap into our personal data? Cybersecurity for the American people should not be handed over to a military spy agency that has a history of secretly exploiting vulnerabilities, not fixing them.&#60;/p&#62;
&#60;p&#62;Google needs to know that you do not want this deal to go through. Send a message to CEO Eric Schmidt that Google shouldn't be exposing its security vulnerabilities to a military spy organization like the NSA.&#60;/p&#62;
&#60;p&#62;Please act today before this dangerous collaboration goes a single step further.&#60;/p&#62;

&#60;p&#62;It's tragic enough that a record 402 wolves were killed last year in Idaho and Montana after their removal from the endangered species list -- an astronomical level that amounts to more than one-quarter of the entire wolf population in those two states.&#60;/p&#62;
&#60;p&#62;But what saddens me almost as much are the barbaric tactics that wolf-haters have been employing lately.&#60;/p&#62;
&#60;p&#62;For example, on Christmas Eve, Idaho wolf supporter Lynne Stone received a threatening email from a wolf hater there. The email only said &#34;Merry Cristmas&#34; (spelled without the 'h') and included a morbid photo of a bloodied dead wolf in the back of a pickup truck.&#60;/p&#62;
&#60;p&#62;This disturbing photo and sinister email remind us of what wolves and their supporters are up against -- and why we need you to speak out now against the savage slaughter of wolves.&#60;/p&#62;
&#60;p&#62;Even if you've recently signed other wolf petitions, please sign our new message to Interior Secretary Salazar because it's only getting worse for wolves.&#60;/p&#62;
&#60;p&#62;Here are a few shocking examples of how ugly the situation has become:&#60;/p&#62;
&#60;p&#62;Just a few weeks ago, a Wolf/Coyote/Predator Killing Derby was held in Idaho, where prizes were given away for shooting the most animals. Participants were told in advance they'd be able to use &#34;animal distress calls&#34; to attract nearby wolves within rifle range.&#60;/p&#62;
&#60;p&#62;And as we showed you a while back, a sickening sign outside an Idaho restaurant proclaimed, &#34;Tag a Wolf. Get a Free Pizza and Pitcher of Beer.&#34;&#60;/p&#62;
&#60;p&#62;Angry that wolf-killing is being promoted in such a cavalier way? Fire off a wolf-saving email petition now to demand federal protections for wolves.&#60;/p&#62;
&#60;p&#62;Many wolf packs have been decimated. A majority of Idaho's Basin Butte pack, a favorite of wolf-watchers, was wiped out, seven of them by government agents firing from a helicopter or airplane. The remaining members of Montana's Sage Creek pack were also killed by aerial gunners. Four of the 10 wolves in Yellowstone Park's much-studied Cottonwood Creek pack were killed when they ventured out of the park's boundaries. And government agents have recently been authorized to destroy several packs in Montana.&#60;/p&#62;
&#60;p&#62;This disastrous open season on wolves has reversed so much of our hard-won progress over the past several years. Tell Interior Secretary Salazar to put wolves back on the endangered species list where they belong.&#60;/p&#62;
&#60;p&#62;Over the next critical months, NRDC will be facing off in federal court against Interior Secretary Salazar over the fate of the wolf.&#60;/p&#62;
&#60;p&#62;But legal action is just one important tactic. Public action is another. That's why we're urging you to show the Interior Secretary that you care about wolves. Powerful government agencies and a vocal minority of hunters and ranchers have lined up against the wolves of the Northern Rockies. But the wolves have you. &#60;p&#62;The All Star Bowling Lane, Orangeburg, South Carolina’s only bowling alley played a pivotal role in the “Orangeburg Massacre” on the campus of South Carolina State College. That year, the segregated bowling alley was a rarity in Orangeburg because most public places in the city were integrated. Since the 1964 Civil Rights Act, local Black leaders and members of the white business community had tried to persuade the All Star to reconcile. Their efforts and simultaneous appeals to the U.S. Justice Department failed. All Stars’ manager claimed that bowling alleys were not covered under the Act.&#60;/p&#62;
&#60;p&#62;Local African-Americans argued that since All Star had a snack bar, it was certainly covered under the Act specifically, under the interstate commerce provision in the public accommodations section. On February 6, a group of Black students from nearby South Carolina State and Claflin Colleges came to the bowling alley and refused to leave. The next night, another group returned and 15 were arrested. On February 8th, students started a bonfire on the state college’s campus. Authorities moved in to put it out, and one officer was injured by a piece of a railing that was thrown at him. The crowd facing the officers began to grow, and then the shooting began because a highway patrolman fired his carbine in the air a couple of times, intending it as warning shots, and others started shooting as well.&#60;/p&#62;
&#60;p&#62;Three were killed, Henry Smith, Samuel Hammond, SCSU students, and 17 year old Delano Middleton; a local high school student. While the student demonstrators worked their way back to the colleges, they broke car and store windows, and Governor Robert E. McNair mobilized a National Guard unit. Nine Highway Patrol officers faced federal charges in connection with the shootings. All were acquitted. The “Orangeburg Massacre,” between students and police was the most violent incident in South Carolina’s civil rights history and were typical of the tense times in the period leading up to the assassination of Martin Luther King, Jr.&#60;/p&#62;
&#60;p&#62;Early in 2001, the school held a ceremony honoring the victims of the shooting.&#60;/p&#62;

&#60;p&#62;Just days after the EPA approved the expansion of the largest mountaintop removal coal mine in West Virginia, a dozen prominent national scientists have published a major study that concludes that the environmental and public health impacts of mountaintop removal coal mining are &#34;pervasive and irreversible.&#34;&#60;/p&#62;
&#60;p&#62;Published in the journal Science and summarizing dozens of scientific papers, the study states that &#34;attempts to regulate [mountaintop removal] practices are inadequate,&#34; and that &#34;regulators should no longer ignore rigorous science.&#34;&#60;/p&#62;
&#60;p&#62;This new study illustrates the urgent need for the Obama administration to uphold its pledge to put science ahead of politics in environmental decision-making.&#60;/p&#62;
&#60;p&#62;&#34;It's about listening to what our scientists have to say, even when it's inconvenient - especially when it's inconvenient,&#34; President Obama said in a recent interview.&#60;/p&#62;
&#60;p&#62;And the inconvenient truth is that regulating mountaintop removal coal mining is not enough. The only way to address the harmful impacts of mountaintop removal is to stop the practice entirely.&#60;/p&#62;
&#60;p&#62;But we need your help to ensure that the administration hears what scientists are saying about the irreversible consequences of mountaintop removal coal mining.&#60;/p&#62;
&#60;p&#62;Recently, President Obama said that &#34;It's time we once again put science at the top of our agenda and worked to restore America's place as the world leader in science and technology.&#34;&#60;/p&#62;
&#60;p&#62;President Obama can demonstrate that leadership by ending mountaintop removal in the United States today.&#60;/p&#62;
&#60;p&#62;As the scientists write in their report, &#34;The United States should take leadership on these issues, particularly since surface mining in many developing countries is expected to grow extensively.&#34;&#60;/p&#62;

&#60;p&#62;The court just announced that it is seeking public comment on the proposal to televise the trial — and that all comments must be submitted to the court by Friday morning. Timing is urgent: the federal court challenge to Prop 8 starts this Monday, January 11.&#60;/p&#62;

<description>&#60;p&#62;&#60;em&#62;I have been asked to post a cheesecake recipe to the food forum. After careful consideration, I've decided not to post a standard New York Cheesecake recipe because there are literally hundreds on the net. Instead I am posting on of my favorite Italian Cheesecake recipes. This cheesecake (actually, it's a cheese pie, but I won't say anything if you don't) is normally made around Easter time but I make it whenever I'm in the mood for some really good cheesecake. Enjoy!&#60;/em&#62;&#60;/p&#62;

&#60;p&#62;&#60;strong&#62;Torta di Ricotta Napoletana&#60;/strong&#62;&#60;/p&#62;
&#60;p&#62;Prep Time: 90 minutes&#60;br /&#62;
Cook Time: 60 minutes&#60;/p&#62;
&#60;p&#62;&#60;strong&#62;Ingredients for the Crust:&#60;/strong&#62;&#60;br /&#62;
    * 2 cups and 1 tablespoon flour&#60;br /&#62;
    * 2/3 cup unsalted butter or rendered lard&#60;br /&#62;
    * 2/3 cup sugar&#60;br /&#62;
    * 3 egg yolks&#60;/p&#62;
&#60;p&#62;&#60;strong&#62;Ingredients for the Filling:&#60;/strong&#62;&#60;br /&#62;
    * 1 lb fresh ricotta&#60;br /&#62;
    * 1 cup sugar&#60;br /&#62;
    * 3 egg yolks&#60;br /&#62;
    * The grated zest of an orange&#60;br /&#62;
    * 1/3 lb finely minced candied melon peel, you can substitute citron or other candied fruit&#60;br /&#62;
    * 1 tsp vanilla extract&#60;br /&#62;
    * 1/4 cup dark rum&#60;/p&#62;
&#60;p&#62;&#60;strong&#62;Preparation:&#60;/strong&#62;&#60;br /&#62;
Mix the flour and sugar and cream the butter or lard. Combine the ingredients of the dough, using a pastry cutter and working the dough as little as possible with your hands. Form it into a ball and let it sit in a cool place for an hour.&#60;/p&#62;
&#60;p&#62;In the meantime, put the ricotta through a strainer, combine it with the sugar, and beat the mixture with a fork until it is smooth and creamy. Lightly beat the yolks and work them into the mixture a bit at a time, and finally stir in the orange zest,  minced candied fruit, vanilla and the rum.&#60;/p&#62;
&#60;p&#62;Divide the dough into two unequal pieces. Use the larger one to roll out and line a buttered, deep 9-inch pie pan. Fill the pie with the filling, cover it with the second piece of crust, tamping down around the edges, and bake it in a moderate oven (about 350 degrees F) for about an hour. Let it cool, remove it from the pie pan, and dust it with powdered sugar.&#60;/p&#62;
&#60;p&#62;Serve with a cappuccino on the side

  3              large  egg&#60;br /&#62;
  1                can  14oz sweetened condensed milk&#60;br /&#62;
  1 3/4           cups  hot water&#60;br /&#62;
     1/4           cup  butter -- melted&#60;br /&#62;
  1           teaspoon  vanilla extract&#60;br /&#62;
  1           teaspoon  cinnamon&#60;br /&#62;
  3               cups  apple (roughly 5 medium apples) -- finely chopped, peeled&#60;br /&#62;
  4               cups  bread -- cubed&#60;/p&#62;
&#60;p&#62;Preheat oven to 350 degrees.  Greas a 9 x 13 baking dish and set aside.&#60;/p&#62;
&#60;p&#62;In  a large mixing bowl, lightly beat the eggs, blend in the sweetened condensed milk n low, then mix in the water.&#60;/p&#62;
&#60;p&#62;Add the butter, vanilla, and cinnamon and mix well.  In a separate bowl, toss the apples and bread cubes together.  Spread the apples and bread in the baking dish.  Pour the egg mixture over the bread and apples.  Toss gently and press down with the back of a spoon to compact the bread if it is rising above the edge of the baking dish..&#60;/p&#62;
&#60;p&#62;Bake at 350 degrees for 50-55 minutes, until golden brown.&#60;/p&#62;
&#60;p&#62;Start to Finish Time:&#60;br /&#62;
