Canda: GG agrees to suspend Parliament until January

Gov. Gen. Michaëlle Jean has granted a request from Stephen Harper to suspend Parliament until late next month, a move that avoids a confidence vote set for Monday that could have toppled his minority government.

“Following my advice, the Governor General has agreed to prorogue Parliament,” Harper said outside Rideau Hall after a 2½-hour meeting with Jean.

Harper would not reveal the content of the discussion, citing constitutional traditions, but he said the first order of business when Parliament resumes on Jan. 26 will be the presentation of the federal budget, to be delivered the following day.

“The economy is the priority now, and the public is very frustrated with the situation in Parliament. We’re all responsible for that,” Harper said in French.

Monday’s no-confidence vote could have precipitated the rise of a proposed Liberal-NDP coalition, supported by the Bloc Québécois, or could have resulted in another election, depending on the Governor General’s response.

The decision to suspend Parliament — made after Jean cut short a two-week trip to Europe — only gives the Tories a reprieve until Parliament resumes in about two months. At that point, the party could be brought down when it tables the budget, which would be a confidence vote, as all money bills are.

In the interim, the Tories will continue to wage a public relations blitz against the Liberal-NDP coalition. But the opposition parties showed no sign of easing talks of a coalition and planned to continue waging their own campaigns to gain public support.

GOP Senator Wants More God In Government Visitor Center

Showing once again that whenever a transformational leader like Barack Obama comes along to lead the nation into the future, the Republican party is always there to drag us backwards, Senator Jim DeMint (R-SC) tried to delay the grand opening of the new Capitol Visitor Center in Washington because be thinks there just isn’t enough mention of God in the facility.

Saying that the $621 million historical exhibit is “left-leaning” and leaves out America’s “history of faith,” DeMint tried to use his Senatorial clout to delay the center’s opening on Tuesday and, among other things, wanted the original national motto of “E. Pluribus Unum” — “from many, one” in Latin — replaced with “In God We Trust.”

“The Capitol Visitor Center is designed to tell the history and purpose of our nation’s Capitol, but it fails to appropriately honor our religious heritage that has been critical to America’s success,” said DeMint.

What DeMint’s religious-right stunt leaves out is that the purpose of the center is to provide an “…educational environment for visitors to learn about the unique characteristics of the House and the Senate and the legislative process” and to teach about our system of Government – not to talk about the private religious practices of the nation’s Senators and Representatives.

DeMint, who was joined in his silly protest by Republican Senators Roger Wicker of Mississippi and Tom Coburn of Oklahoma, has managed to strong-arm the Visitor Center into plastering over “E. Pluribus Unum,” changing the motto to “In God We Trust” and committing to add the Pledge of Allegiance to the displays.

Of course, you know DeMint probably doesn’t care about pledging one’s loyalty to the U.S. as much as he does about the “one nation, under God” part.

And the South Carolina Senator apparently really objected to a prominent statement near the facility’s entrance that says “we have built no temple, but the Capitol. We consult no common oracle but the Constitution,” which is attributed to Representative Rufus Choate, who represented Massachusetts in Congress in the 1830s and 1840s.

Cheney, Gonzales indictments dropped

A judge in Raymondville, Texas has dropped indictments against Vice President Dick Cheney and former Attorney General Alberto Gonzales.

Judge Manuel Banales, after surviving a motion to have him removed from the case, threw out eight of the indictments brought by Willacy County District Attorney Juan Guerra, including those against two special prosecutors, two district judges, and a district clerk.

Canada: Opposition Parties Unite to Oust Conservative Government.

The Liberals and New Democrats signed an agreement on Monday to form an unprecedented coalition government, with a written pledge of support from the Bloc Québécois, if they are successful in ousting the minority Conservative government in a coming confidence vote.

The accord between parties led by Stéphane Dion, Jack Layton and Gilles Duceppe came just hours after Liberal caucus members agreed unanimously that Dion would stay on to lead the Liberal-NDP coalition, with support in the House of Commons from Bloc MPs.

The six-point accord includes a description of the role of the Liberal and NDP caucuses, which would meet separately and sit next to each other on the government benches in the House of Commons, Dion told a news conference alongside Layton and Duceppe.

Dion said he has advised Gov. Gen. Michaëlle Jean in a letter that he has the confidence of the Commons to form the government should Stephen Harper’s Conservatives be defeated in a confidence vote.

The Liberal leader said the parties reached the accord after watching the “sad spectacle” of other countries’ governments acting to counter the “unprecedented” global economic crisis while Harper’s Conservatives “sat and did nothing.”

“Given the critical situation facing our fellow citizens and the refusal and inability of the Harper government to deal with this critical situation, the opposition parties have decided that it was now time to take action,” he said.

“We are ready to form a new government that will address the best interests of the people instead of plunging Canadians into another election.”

Dion, who previously announced he would step down as Liberal leader, also pledged he would hand over “a strong government for a stronger Canada” to his Liberal successor on May 2.

“I am honoured to do that,” Dion said.

Layton said the accord’s proposed multibillion-dollar stimulus package for the troubled economy, which includes support for the auto and forestry sectors, is “prompt, prudent, competent and, most important, effective.”

“This Parliament has failed to act, and it falls on us to act,” Layton said.

The NDP leader also called on the prime minister to “accept this gracefully” and not bring further instability by fighting the verdict of his colleagues in the House.

“Prime minister, your government has lost the confidence of the House and it is going to be defeated at the earliest opportunity,” he said.

Following the opposition news conference, Harper dispatched Environment Minister Jim Prentice to address the “serious” situation.

Prentice called the opposition pact “irresponsible and undemocratic” and said the government will consider all options.

He wouldn’t rule out the government’s asking Jean to suspend Parliament until late in January, when the Tories have promised to introduce a new budget.

The proposed coalition cabinet will comprise 24 ministers and the prime minister. Six of these ministers will be appointed from within the NDP caucus. The position of finance minister would be held by a Liberal, while the NDP would be allotted six parliamentary secretaries.

The accord between the NDP and Liberals will expire on June 30, 2011, unless it is renewed. The Bloc is only committed to 18 months.

It includes a “policy accord” to address the “present economic crisis,” which states that the accord “is built on a foundation of fiscal responsibility.”

An economic stimulus package will be the new government’s top priority, while other policies include a commitment to improve child benefits and childcare “as finances permit.”

There is also a commitment to “pursue a North American cap-and-trade market” to limit carbon emissions.

DC likely to gain voting member of Congress

Eleanor Holmes Norton’s schedule is likely going to become a lot more crowded in the next year. 

With Barack Obama’s election, along with Democratic gains in the Senate, Norton — the District of Columbia’s non-voting delegate to the House of Representatives — is poised to become a full-fledged Representative, giving DC a voting member of Congress for the first time in the nation’s history. 

Senate Democrats have added at least seven members to their caucus this year, with two races yet to be decided. While a filibuster-proof 60-vote majority remains elusive, the gains should be enough to move forward a DC voting-rights bill, among other measures that are supported by moderate Republicans, the Washington Post notes Monday.

Under a measure that passed the House by a wide margin last year, Norton would receive a vote in the House on behalf of the District’s nearly 600,000 residents. The bill also would give Utah an additional House member, bringing the total in the House to 437. 

The bill fell to a Republican-led filibuster in the Senate on a 57-42 vote, but this year’s Democratic pick-ups seem likely to assure its passage if it returns to the floor. All seven Republicans who were replaced by Democrats voted against the measure.

Follow Up: Guerra unveils why his investigation led him to the Vice President

WILLACY COUNTY - District Attorney Juan Guerra says his investigation took him all the way to the top, to the Vice President of the United States. He showed NEWSCHANNEL 5 records that he says could be used to prove Dick Cheney is guilty of criminal activity.

The charges against the Vice President stem from the Willacy State Jail in Raymondville and from the inmate, Gregorio De La Rosa, Jr., who was killed there by a fellow inmate in 2001. Guerra says that the elected officials let the jail get away with murder so that they can keep making money.

“Greed will get you discovered and arrested every time, and that’s what happened to Cheney,” Guerra said.

How an Italian judge made the internet illegal

Italian bloggers are up in arms at a court ruling early this year that suggests almost all Italian blogs are illegal. This month, a senior Italian politician went one step further, warning that most web activity is likely to be against the law.

The story begins back in May, when a judge in Modica (in Sicily) found local historian and author Carlo Ruta guilty of the crime of “stampa clandestina” – or publishing a “clandestine” newspaper – in respect of his blog. The judge ruled that since the blog had a headline, that made it an online newspaper, and brought it within the law’s remit.

The penalties for this crime are not onerous: A fine of 250 Euros or a prison sentence of up to two years. Carlo Ruta was fined and ordered to take down his site, which has now been replaced by a blank page, headed “Site under construction”, and a link directing surfers tohis new site. Hardly serious stuff – except that he now has a criminal record, and his original site has disappeared.

The offence has its origins in 1948, when in apparent contradiction of Article 21 of the Italian Constitution guaranteeing the right to free expression, a law was passed requiring publishers to register officially before setting up a new publication. The intention, in the immediate aftermath of Fascism, may have been to regulate partisan and extremist publications. The effect was to introduce into Italian society a highly centrist and bureaucratic approach to freedom of the Press.

A further twist to this tale took place in 2001, with the realisation that existing laws were inadequate to deal with the internet. Instead of liberalising, the Italian Government sought to bring the internet into the same framework as traditional print media. Law 62, passed in March 2001, introduces the concept of “stampa clandestina” to the internet.

The suspicion expressed by a number of commentators is that this extension of the law suited government and publishers alike. The state was able to maintain its benevolent stranglehold on the media, whilst publishers could use the system of authorisation and regulation as a means to extend state subsidies to their ventures on the internet.

Follow Up: Texas hearing on Dick Cheney, Alberto Gonzales indictment turns chaotic

RAYMONDVILLE, Texas — A county prosecutor who brought indictments against Vice President Dick Cheney, former Attorney General Alberto Gonzales and others pounded his fist and shouted at the judge Friday about special treatment for high-profile defendants as a routine motions hearing descended into chaos.

 

Willacy County District Attorney Juan Angel Guerra, who is accusing the public officials of culpability in the alleged abuse of prisoners in a federal detention center, asked Presiding Judge Manuel Banales to recuse himself. Guerra has complained about Banales’ handling of the case.

 

Attorneys for the vice president and other defendants leapt to their feet in objection, as Guerra pounded the table and accused Banales of giving the defendants special treatment in allowing motions to quash the indictments to be heard before the defendants were arraigned.

 

“Now all of a sudden there is urgency,” Guerra shouted. “Eighteen months you kept me indicted through the election.” The charges against Guerra were dismissed in October. Guerra lost re-election in the March Democratic primary.

 

Banales called a recess to contact the chief justice of the state Supreme Court for suggestions on how to proceed, and ordered Guerra, who had slipped out once before in the hearing, to remain in the courthouse.

 

“I will not obey that order,” Guerra said. When Banales implied he would take steps to keep Guerra in court, Guerra agreed to stay if the judge asked him respectfully.

 

Unlike the initial hearing Wednesday when Guerra was absent and media and attorneys for the indicted appeared in equal numbers, curious residents packed the well-worn pews of the Willacy County Courthouse’s only courtroom Friday.

National Intelligence Council report: sun setting on the American century

The next two decades will see a world living with the daily threat of nuclear war, environmental catastrophe and the decline of America as the dominant global power, according to a frighteningly bleak assessment by the US intelligence community.

“The world of the near future will be subject to an increased likelihood of conflict over resources, including food and water, and will be haunted by the persistence of rogue states and terrorist groups with greater access to nuclear weapons,” said the report by the National Intelligence Council, a body of analysts from across the US intelligence community.

The analysts said that the report had been prepared in time for Barack Obama’s entry into the Oval office on January 20, where he will be faced with some of the greatest challenges of any newly elected US president.

“The likelihood that nuclear weapons will be used will increase with expanded access to technology and a widening range of options for limited strikes,” the 121-page assessment said.

The analysts draw attention to an already escalating nuclear arms race in the Middle East and anticipate that a growing number of rogue states will be prepared to share their destructive technology with terror groups. “Over the next 15-20 years reactions to the decisions Iran makes about its nuclear programme could cause a number of regional states to intensify these efforts and consider actively pursuing nuclear weapons,” the reportGlobal Trends 2025 said. “This will add a new and more dangerous dimension to what is likely to be increasing competition for influence within the region,” it said.

The spread of nuclear capabilities will raise questions about the ability of weak states to safeguard them, it added. “If the number of nuclear-capable states increases, so will the number of countries potentially willing to provide nuclear assistance to other countries or to terrorists.”

Obama’s cell phone records breached

WASHINGTON (CNN) – Records from a cell phone used by President-elect Obama were improperly breached, apparently by employees of the cell phone company, Verizon Wireless said Thursday.

“This week we learned that a number of Verizon Wireless employees have, without authorization, accessed and viewed President-Elect Barack Obama’s personal cell phone account,” Lowell McAdam, Verizon Wireless president and CEO, said in a statement.

“All employees who have accessed the account — whether authorized or not — have been put on immediate leave, with pay.”

The Obama transition team was notified Wednesday by Verizon of the breach, said team spokesman Robert Gibbs. He said the president-elect no longer uses the phone.

 

McAdam said the device on the account was a simple voice flip-phone, not a BlackBerry or other smartphone designed for e-mail or other data services, so none of Obama’s e-mail could have been accessed.

Verizon Wireless, meanwhile, has launched an internal probe to determine whether Obama’s information was simply shared among employees or whether “the information of our customer had in any way been compromised outside our company, and this investigation continues,” McAdam said in an internal company e-mail obtained by CNN.

“Employees with legitimate business needs for access will be returned to their positions, while employees who have accessed the account improperly and without legitimate business justification will face appropriate disciplinary action,” McAdam said, “up to and including termination.”
