NOLA Ordered to Evacuate

NEW ORLEANS) — Spooked by predictions that Hurricane Gustav could grow into a Category 5 monster, an estimated 1 million people fled the Gulf Coast Saturday — even before the official order came for New Orleans residents to get out of the way of a storm taking dead aim at Louisiana.

Mayor Ray Nagin gave the mandatory order late Saturday, but all day residents took to buses, trains, planes and cars — clogging roadways leading away from New Orleans, still reeling three years after Hurricane Katrina flooded 80 percent of the city and killed about 1,600 across the region.
The evacuation of New Orleans becomes mandatory at 8 a.m. Sunday along the vulnerable west bank of the Mississippi River, and at noon on the east bank. Nagin called Gustav the “mother of all storms” and told residents to “get out of town. This is not the one to play with.”
“This is the real deal, this is not a test,” Nagin said as he issued the order, warning residents that staying would be “one of the biggest mistakes you could make in your life.” He emphasized that the city will not offer emergency services to anyone who chooses to stay behind.
Nagin did not immediately order a curfew, which would allow officials to arrest residents if they are not on their property.
Gustav had already killed more than 80 people in the Caribbean, and if current forecasts hold up, it would make landfall Monday afternoon somewhere between East Texas and western Mississippi.
The storm’s center moved into the Gulf of Mexico from Cuba late Saturday and at 11 p.m. EDT was about 530 miles southeast of the mouth of the Mississippi River, the National Hurricane Center in Miami said. Top winds were near 140 mph and likely to strengthen.

Massive police raids on suspected protestors in Minneapolis

Protesters here in Minneapolis have been targeted by a series of highly intimidating, sweeping police raids across the city, involving teams of 25-30 officers in riot gear, with semi-automatic weapons drawn, entering homes of those suspected of planning protests, handcuffing and forcing them to lay on the floor, while law enforcement officers searched the homes, seizing computers, journals, and political pamphlets. Last night, members of the St. Paul police department and the Ramsey County sheriff’s department handcuffed, photographed and detained dozens of people meeting at a public venue to plan a demonstration, charging them with no crime other than “fire code violations,” and early this morning, the Sheriff’s department sent teams of officers into at least four Minneapolis area homes where suspected protesters were staying.
Jane Hamsher and I were at two of those homes this morning — one which had just been raided and one which was in the process of being raided. Each of the raided houses is known by neighbors as a “hippie house,” where 5-10 college-aged individuals live in a communal setting, and everyone we spoke with said that there had never been any problems of any kind in those houses, that they were filled with “peaceful kids” who are politically active but entirely unthreatening and friendly. Posted below is the video of the scene, including various interviews, which convey a very clear sense of what is actually going on here.
In the house that had just been raided, those inside described how a team of roughly 25 officers had barged into their homes with masks and black swat gear, holding large semi-automatic rifles, and ordered them to lie on the floor, where they were handcuffed and ordered not to move. The officers refused to state why they were there and, until the very end, refused to show whether they had a search warrant. They were forced to remain on the floor for 45 minutes while the officers took away the laptops, computers, individual journals, and political materials kept in the house. One of the individuals renting the house, an 18-year-old woman, was extremely shaken as she and others described how the officers were deliberately making intimidating statements such as “Do you have Terminator ready?” as they lay on the floor in handcuffs. The 10 or so individuals in the house all said that though they found the experience very jarring, they still intended to protest against the GOP Convention, and several said that being subjected to raids of that sort made them more emboldened than ever to do so.
Several of those who were arrested are being represented by Bruce Nestor, the President of the Minnesota chapter of the National Lawyers’ Guild. Nestor said that last night’s raid involved a meeting of a group calling itself the “RNC Welcoming Committee”, and that this morning’s raids appeared to target members of “Food Not Bombs,” which he described as an anti-war, anti-authoritarian protest group. There was not a single act of violence or illegality that has taken place, Nestor said. Instead, the raids were purely anticipatory in nature, and clearly designed to frighten people contemplating taking part in any unauthorized protests.
Nestor indicated that only 2 or 3 of the 50 individuals who were handcuffed this morning at the 2 houses were actually arrested and charged with a crime, and the crime they were charged with is “conspiracy to commit riot.” Nestor, who has practiced law in Minnesota for many years, said that he had never before heard of that statute being used for anything, and that its parameters are so self-evidently vague, designed to allow pre-emeptive arrests of those who are peacefully protesting, that it is almost certainly unconstitutional, though because it had never been invoked (until now), its constitutionality had not been tested.

Internet Traffic Begins to Bypass the U.S.

SAN FRANCISCO — The era of the American Internet is ending.
Invented by American computer scientists during the 1970s, the Internet has been embraced around the globe. During the network’s first three decades, most Internet traffic flowed through the United States. In many cases, data sent between two locations within a given country also passed through the United States.

Engineers who help run the Internet said that it would have been impossible for the United States to maintain its hegemony over the long run because of the very nature of the Internet; it has no central point of control.

And now, the balance of power is shifting. Data is increasingly flowing around the United States, which may have intelligence — and conceivably military — consequences.

American intelligence officials have warned about this shift. “Because of the nature of global telecommunications, we are playing with a tremendous home-field advantage, and we need to exploit that edge,” Michael V. Hayden, the director of the Central Intelligence Agency, testified before the Senate Judiciary Committee in 2006. “We also need to protect that edge, and we need to protect those who provide it to us.”

Indeed, Internet industry executives and government officials have acknowledged that Internet traffic passing through the switching equipment of companies based in the United States has proved a distinct advantage for American intelligence agencies. In December 2005, The New York Times reported that the National Security Agency had established a program with the cooperation of American telecommunications firms that included the interception of foreign Internet communications.

Some Internet technologists and privacy advocates say those actions and other government policies may be hastening the shift in Canadian and European traffic away from the United States.

“Since passage of the Patriot Act, many companies based outside of the United States have been reluctant to store client information in the U.S.,” said Marc Rotenberg, executive director of the Electronic Privacy Information Center in Washington. “There is an ongoing concern that U.S. intelligence agencies will gather this information without legal process. There is particular sensitivity about access to financial information as well as communications and Internet traffic that goes through U.S. switches.”

But economics also plays a role. Almost all nations see data networks as essential to economic development. “It’s no different than any other infrastructure that a country needs,” said K C Claffy, a research scientist at the Cooperative Association for Internet Data Analysis in San Diego. “You wouldn’t want someone owning your roads either.”

Indeed, more countries are becoming aware of how their dependence on other countries for their Internet traffic makes them vulnerable. Because of tariffs, pricing anomalies and even corporate cultures, Internet providers will often not exchange data with their local competitors. They prefer instead to send and receive traffic with larger international Internet service providers.

This leads to odd routing arrangements, referred to as tromboning, in which traffic between two cites in one country will flow through other nations. In January, when a cable was cut in the Mediterranean, Egyptian Internet traffic was nearly paralyzed because it was not being shared by local I.S.P.’s but instead was routed through European operators.

The issue was driven home this month when hackers attacked and immobilized several Georgian government Web sites during the country’s fighting with Russia. Most of Georgia’s access to the global network flowed through Russia and Turkey. A third route through an undersea cable linking Georgia to Bulgaria is scheduled for completion in September.

Ms. Claffy said that the shift away from the United States was not limited to developing countries. The Japanese “are on a rampage to build out across India and China so they have alternative routes and so they don’t have to route through the U.S.”

Andrew M. Odlyzko, a professor at the University of Minnesota who tracks the growth of the global Internet, added, “We discovered the Internet, but we couldn’t keep it a secret.” While the United States carried 70 percent of the world’s Internet traffic a decade ago, he estimates that portion has fallen to about 25 percent.

Russia may cut off oil flow to the West

Fears are mounting that Russia may restrict oil deliveries to Western Europe over coming days, in response to the threat of EU sanctions and Nato naval actions in the Black Sea.

Any such move would be a dramatic escalation of the Georgia crisis and play havoc with the oil markets.

Reports have begun to circulate in Moscow that Russian oil companies are under orders from the Kremlin to prepare for a supply cut to Germany and Poland through the Druzhba (Friendship) pipeline. It is believed that executives from lead-producer LUKoil have been put on weekend alert.

“They have been told to be ready to cut off supplies as soon as Monday,” claimed a high-level business source, speaking to The Daily Telegraph. Any move would be timed to coincide with an emergency EU summit in Brussels, where possible sanctions against Russia are on the agenda.

Any evidence that the Kremlin is planning to use the oil weapon to intimidate the West could inflame global energy markets. US crude prices jumped to $119 a barrel yesterday on reports of hurricane warnings in the Gulf of Mexico, before falling back slightly.

Global supplies remain tight despite the economic downturn engulfing North America, Europe and Japan. A supply cut at this delicate juncture could drive crude prices much higher, possibly to record levels of $150 or even $200 a barrel.

With US and European credit spreads already trading at levels of extreme stress, a fresh oil spike would rock financial markets. The Kremlin is undoubtedly aware that it exercises extraordinary leverage, if it strikes right now.

Such action would be seen as economic warfare but Russia has been infuriated by Nato meddling in its “backyard” and threats of punitive measures by the EU. Foreign minister Sergei Lavrov yesterday accused EU diplomats of a “sick imagination”.

Armed with $580bn of foreign reserves (the world’s third largest), Russia appears willing to risk its reputation as a reliable actor on the international stage in order to pursue geo-strategic ambitions.

“We are not afraid of anything, including the prospect of a Cold War,” said President Dmitry Medvedev.

McCain picks Alaska’s governor for vice presidential slot

“Alaska Gov. Sarah Palin, a self-styled ‘hockey mom’ who has only been governor for a little over a year, is GOP Presidential candidate John McCain’s choice for Vice President,” CNBC reported early Friday.

Palin later appeared side by side with a beaming McCain to offer her first remarks as his vice presidential selection. She told the audience, “In a dangerous world, it is John McCain who will lead America’s friends and allies in preventing Iran from acquiring nuclear weapons” — pronouncing the word “nucyular” in the style of George W. Bush. “It was John McCain that cautioned long ago about the harm that Russian aggression could do to Georgia … and to the world oil markets. It was Senator McCain who refused to hedge his support for our troops in Iraq, regardless of those political costs.”

Palin also made an explicit appeal to disaffected Hillary Clinton supporters, saying, “It was rightly noted in Denver this week that Hillary left 18 million cracks in the highest, hardest glass ceiling in America, but it turns out the women of America aren’t finished yet, and we can shatter that glass ceiling once and for all.”

Palin, 44, is younger than Sen. Barack Obama and has bucked her own party on some issues, such as pork-barrel spending. According to Marketwatch, she’s “taken a keen issue in energy and environmental issues.”

“A former Miss Alaska runner-up, Palin holds a degree in journalism and has five children, including one with Down Syndrome.”

Among Palin’s major backers has been New York Times columnist and Fox News contributor Bill Kristol. Writing of Louisiana governor Bobby Jindal and Palin, Kristol wrote Aug. 4: “They’re very popular with conservatives, especially social conservatives. And they’re real reformers. They’ve begun to do in Baton Rouge and Juneau what many voters would like to see done in Washington. Principled conservatism and vigorous reform could be a winning combination.”

“McCain himself… is intrigued by the bolder possibilities of youth or bipartisanship,” Kristol added. “And he could be especially intrigued by Sarah Palin and Meg Whitman. I run into plenty of moderate and conservative women who don’t consider themselves feminists but would be pleased to see a qualified woman on the ticket.”

Comcast to impose Residential 250GB Bandwidth Cap Effective 10/1

Comcast has announced that it will in fact be introducing bandwidth caps to all residential customers. The cap, which will go into effect as of October 1, will be 250GB per month. Comcast justifies the decision by saying that it’s “an extremely large amount of data,” and that a very large majority of customers will never cross it.

In fact, according to Comcast, this is actually the same policy that is already in place, except with more explicit numbers as to what is allowed and what isn’t. “As part of our preexisting policy, we will continue to contact the top users of our high-speed Internet service and ask them to curb their usage,” the company said in a statement sent to Ars. “If a customer uses more than 250GB and is one of the top users of our service, he or she may be contacted by Comcast to notify them of excessive use.”

This announcement has been widely expected since at least May of this year, after the whole brouhaha went down with P2P throttling and the FCC fallout. Comcast had originally argued that that the FCC had no authority to block Comcast’s process, but ultimately decided on its own to stop interfering with P2P traffic. The company also joined in with other ISPs in trying to devise a P2P user’s bill of rights and contemplated the use of P4P software.

Comcast customers that make heavy use of their Internet connections—myself included—are sure to find themselves somewhat alarmed at the prospect of being capped. After all, perfectly legal things like movies from iTunes and Netflix, online music stores, massive software updates, and other media-heavy applications do suck up a lot of bandwidth. Comcast insists that the 250GB cap is enough to send some 50 million e-mails, download 62,500 songs, or download 125 standard-definition movies. Okay, so if a cap is going to be enforced, 250GB isn’t that bad. It beats the 60GB caps and lower caps seen elsewhere in North America and it’s a nice change from the company’s previous etherial and mysterious caps. Still, investing in the infrastructure necessary to alleviate the need for caps is a better option for everyone involved.

Obama: Eight Years is Enough

DENVER (Reuters) - Barack Obama, poised to take a historic step as the Democratic presidential nominee, promised on Thursday to reverse the economic failures of the last eight years, end the war in Iraq and restore the U.S. reputation abroad.

“We are here because we love this country too much to let the next four years look just like the last eight,” Obama, the first black White House nominee of a major U.S. party, said in excerpts of his remarks prepared for delivery to the Democratic convention. “Eight is enough.”

Obama took direct aim at Republican rival John McCain and linked him to President George W. Bush’s policies.

“Don’t tell me that Democrats won’t defend this country. Don’t tell me that Democrats won’t keep us safe,” he said.

“The Bush-McCain foreign policy has squandered the legacy that generations of Americans — Democrats and Republicans — have built, and we are to restore that legacy,” he said.

Obama will give the biggest speech in a career filled with big speeches later on Thursday in Denver’s open-air football stadium before 75,000 supporters on the 45th anniversary of Martin Luther King’s “I Have a Dream” speech — a landmark in the U.S. civil rights movement.

The televised speech by Obama, who was formally nominated on Wednesday, gives the first-term Illinois senator his biggest national audience until he meets McCain in late September in the first of three face-to-face debates before the November 4 election.

H-A-N-G Appears in New McCain Ad Featuring Obama

HANG Obama?

A McCain ad aired on Fox News channel with the words “HANG” in the background along with a photograph of Barack Obama has sparked outrage after being noticed by a reporter at a local Fox television affiliate.

The words “HIGHER TAXES” are transposed on an image of Obama standing in front of a crowd. The background is blurred at the edges so that the words from Obama’s signature theme — change — has been cut down to the word “HANG.” The shot appears for about a second. You can watch the ad in its entirety below.

Asked about the image, the McCain camp said, “We’re not even validating such an outrageous and preposterous claim with a comment.”

Strikingly, the image of Obama with the word hang in the background is blurred far more heavily on the side where the C would have been, suggesting the decision was intentional. The company that produced the ad refused to comment when the local Fox affiliate inquired.

Not everyone is buying the claim the transposition is deliberate. Even at the liberal blog Daily Kos, an informal poll indicated 76 percent thought the image was deliberate, with 23 percent saying it was a coincidence.
